H.R. 1173 — Equal Federal Funding for the District of Columbia Act

This section establishes the short title of the Act as the “Equal Federal Funding for the District of Columbia Act.”

This section establishes that, for purposes of determining eligibility for Federal funds or the use of Federal funds, the District of Columbia must be treated as a State and as any political subdivision of a State or unit of local government, unless otherwise provided. (Thus, D.C. would be eligible for Federal funding on the same basis as States and local governments under applicable funding statutes.) This section also makes a clerical amendment to the table of sections in chapter 1 of title 1, United States Code, and applies the amendments beginning October 1, 2026.
