H.R. 1197 — PREEMIE Reauthorization Act of 2025

This section provides the short title of the Act as the “PREEMIE Reauthorization Act of 2025.”

This section reauthorizes the Prematurity Research Expansion and Education for Mothers who deliver Infants Early (PREEMIE) Act research program on preterm labor and delivery and the care, treatment, and outcomes of preterm and low birthweight infants through fiscal years 2025 through 2029 (from fiscal years 2019 through 2023). It also makes a technical correction to the PREEMIE Reauthorization Act of 2018 by changing a cross-reference from section 2 to section 3, and it directs the Secretary of Health and Human Services to establish the PREEMIE interagency working group not later than 18 months after enactment of the PREEMIE Reauthorization Act of 2025, rather than authorizing the Secretary to establish it at an unspecified time. This section further requires the Secretary of Health and Human Services to enter into arrangements with the National Academies of Sciences, Engineering, and Medicine to convene, not later than 30 days after enactment, a committee of maternal health experts to study premature births in the United States and to submit a consensus report not later than 24 months after enactment to the Secretary, the House Committee on Energy and Commerce, and the Senate Committees on Finance and Health, Education, Labor, and Pensions. As background, the study must assess the financial costs of premature birth, the factors affecting preterm birth rates, and opportunities for earlier detection of risk factors, and it must analyze targeted drug and intervention strategies, state and other best practices, and precision medicine and preventive care approaches beginning during pregnancy and extending into adulthood.
