H.R. 1207 — To transfer the functions, duties, responsibilities, assets, liabilities, orders, determinations, rules, regulations, permits, grants, loans, contracts, agreements, certificates, licenses, and privileges of the United States Agency for International Development relating to implementing and administering the Food for Peace Act to the Department of Agriculture.

This section transfers, beginning on the date of enactment, the functions, duties, responsibilities, assets, liabilities, orders, determinations, rules, regulations, permits, grants, loans, contracts, agreements, certificates, licenses, and privileges of the Administrator of the United States Agency for International Development (USAID) related to carrying out the Food for Peace Act (7 U.S.C. 1691 et seq.) to the Secretary of Agriculture. It also deems any statutory or regulatory reference to the USAID Administrator or Agency to be a reference to the Secretary of Agriculture, or to the Department of Agriculture office to which the Secretary assigns the transferred functions. This section authorizes the Secretary of Agriculture to implement conforming regulatory amendments as interim final rules that may take effect immediately upon publication to maintain continuity of the affected programs. It further allows the Secretary to exercise any existing statutory authorities that were available to the USAID Administrator for administering the Food for Peace Act. This section requires the Secretary of Agriculture to continue carrying out the Famine Early Warning Systems Network or a successor program, which provides objective, evidence-based analyses of potential or existing famine and flood situations to help mitigate food insecurity. It also requires the Secretary of Agriculture to consult with the Secretary of State from time to time in carrying out authorities under title II of the Food for Peace Act (7 U.S.C. 1721 et seq.).
