H.R. 1213 — Forest Data Modernization Act of 2025

This section establishes the short title as the “Forest Data Modernization Act of 2025.”

This section revises the Forest Service’s forest inventory and analysis program under 16 U.S.C. § 1642(e) to require the Secretary of Agriculture to collect and report additional data on forest carbon, including timber products output studies and a national woodland owner survey, and to clarify national standards, definitions, and terminology used in forest inventories and Renewable Resource Assessments under 16 U.S.C. § 1601(a). It also requires the Secretary, within 180 days of enactment, to update the program’s strategic plan to address nationally consistent data collection protocols, forest carbon reporting, collaboration with other federal and nonfederal data users, improved sub-State precision, and expanded information on renewable biomass supplies and carbon stocks at the local, State, regional, and national levels, including by ownership type. The section further requires biennial public compilations of national forest inventory statistics, establishes an office, data platform, or both to process complex external data requests, authorizes fees to cover those processing costs, and requires annual reporting on implementation progress.
