H.R. 1220 — FIRM Act of 2025

This section provides the short title of the Act as the “Fee Increases for Reckless Mismanagement Act of 2025” or the “FIRM Act of 2025.”

This section establishes a new fee increase for certain applicants for B-1/B-2 nonimmigrant visas under the Immigration and Nationality Act, requiring the Secretary of State to raise the visa fee imposed under section 281 for applicants from countries that meet specified criteria: (1) the country has denied or unreasonably delayed accepting a national after a removal request under 8 U.S.C. § 1231(d), (2) the country has been designated a state sponsor of international terrorism, or (3) the country is listed as a tier 3 country in the most recent Trafficking in Persons report. The fee must be increased by not less than 50% if one criterion is met, not less than 100% if two criteria are met, and not less than 150% if all three criteria are met. The Secretary must review these determinations on the first day of each month to decide whether to reduce an existing increase or apply an increase to additional countries. The section also makes a clerical amendment to the Immigration and Nationality Act table of contents to add new section 281A.
