H.R. 1234 — To direct the Librarian of Congress to promote the more cost-effective, efficient, and expanded availability of the Annotated Constitution and pocket-part supplements by replacing the hardbound versions with digital versions.

This section revises the requirements for the Constitution Annotated by shifting future decennial revised editions and pocket-part supplements from hardbound print to digital format. Specifically, it (1) directs the Librarian of Congress to prepare a digital decennial revised edition of the Constitution Annotated upon completion of the October 2031 term of the Supreme Court and each tenth October term thereafter, in place of the hardbound decennial edition otherwise required under 2 U.S.C. § 168(a)(3); (2) directs the Librarian to prepare a digital cumulative pocket-part supplement upon completion of the October 2025 term and each subsequent October term beginning in an odd-numbered year whose final digit is not 1, in place of the hardbound supplement otherwise required under 2 U.S.C. § 168(a)(4); and (3) requires those digital editions and supplements to be made available on a public Library of Congress website and kept continuously available to Congress and the public. It also ends the requirement to print additional copies after completion of the October 2025 term and repeals the separate authority for printing additional copies pursuant to a concurrent resolution.
