H.R. 1241 — SAFE for America Act of 2025

This section establishes the short title of the Act as the “Security And Fairness Enhancement for America Act of 2025” or the “SAFE for America Act of 2025.”

This section eliminates the diversity visa program by striking section 203(c) of the Immigration and Nationality Act, which currently allocates up to 55,000 immigrant visas annually to nationals of countries with low rates of immigration to the United States. (Thus, no new diversity visas could be issued after the effective date.) It also makes technical and conforming amendments throughout the Immigration and Nationality Act to remove references to the diversity visa category and to redesignate the remaining employment-based visa provisions, and it takes effect on October 1, 2025.
