H.R. 1243 — United Nations Voting Accountability Act of 2025

This section establishes the short title of the Act as the “United Nations Voting Accountability Act of 2025.”

This section prohibits United States assistance to any country that opposed the position of the United States in the United Nations, as defined by whether the country’s recorded votes matched the United States less than 50 percent of the time during the most recent General Assembly session. As background, the referenced annual report under 22 U.S.C. 2414a compares member-country voting with the United States in the General Assembly and, for Security Council members, in both the Security Council and the General Assembly. This section authorizes the Secretary of State to exempt a country from the prohibition if, since the beginning of the most recent General Assembly session, there has been a fundamental change in the country’s leadership and policies and the Secretary determines that the country will no longer oppose the United States in the United Nations. The exemption remains effective only until submission of the next report required under 22 U.S.C. 2414a after the exemption is made, and the Secretary must notify Congress and provide a discussion of the basis for each exemption. This section defines “United States assistance” to include assistance under chapter 4 of part II of the Foreign Assistance Act of 1961 (the economic support fund), chapter 5 of part II of that Act (international military education and training), the Foreign Military Financing Program account under section 23 of the Arms Export Control Act, and any other monetary or physical assistance. This section also makes the prohibition effective upon submission of the report required under 22 U.S.C. 2414a that is due by March 31, 2026.
