This section establishes the short title of the Act as the “Instituting Notification Formalities On Reorganizing Mail Act of 2025” or the “INFORM Act of 2025.”
This section revises the notice and review procedures for nationwide or substantially nationwide changes in postal services under 39 U.S.C. § 3661. It (1) retitles subsection (a) as “In General” without changing the Postal Service’s duty to develop and promote adequate and efficient postal services; (2) retitles subsection (b) as “Change in Nature of Postal Services” and requires the Postal Service, when it determines a proposed change will generally affect service nationwide or substantially nationwide, to submit the proposed change to the Postal Regulatory Commission within a reasonable time before the effective date and, on the same date, post a notice in affected storefront postal facilities for at least 30 days after the change takes effect; and (3) requires that notice to include relevant details of the change, implementation timelines, anticipated impacts on nationwide postal services, public meeting and comment opportunities, contact information for public comment, and other helpful resources as deemed necessary by the Postal Service. It also redesignates the existing hearing-and-opinion language as paragraph (2) of subsection (b) and retitles it “Hearing and Opinion of Commission,” while changing the reference from a “proposal” to a “proposed change.”
