H.R. 1271 — To provide additional funding for scholarships for students at 1890 institutions, and for other purposes.

This section expands the 1890 Institutions scholarship grant program by clarifying that scholarships may support programs leading to a bachelor’s or graduate degree, and it revises the program’s funding and availability. It increases mandatory Commodity Credit Corporation funding to $15 million for fiscal year 2025 and each fiscal year thereafter, from no dedicated annual amount after the previously provided one-time $40 million in FY2019 and $10 million added after November 17, 2023. It also extends discretionary authorization to $10 million for fiscal year 2020 and each fiscal year thereafter, from fiscal years 2020 through 2023, and makes the annual $10 million grant limitation available for each academic year thereafter for which funding is available, from the 4 succeeding academic years after July 1, 2020. (Thus, the program may continue awarding scholarships beyond the original time-limited funding window.)
