H.R. 1274 — PROTECT Our Children Reauthorization Act of 2025

This section provides the short title of the Act as the “PROTECT Our Children Reauthorization Act of 2025.”

This section delays the required submission of the National Strategy for Child Exploitation Prevention and Interdiction from every 2 years to every 4 years, beginning with the report due on February 1 of the next applicable year. It also revises the required contents of the strategy to replace the existing 7-item list focused on long-range goals, annual objectives, budget priorities, and interagency coordination with a new 9-part framework that requires the Attorney General to include: (1) an analysis of current trends, challenges, and the overall magnitude of child exploitation; (2) an analysis of future trends and challenges, including new technologies; (3) goals and strategic solutions, including interagency coordination, engagement with the judicial branches and State governments, legislative recommendations, cooperation with international, State, local, and Tribal law enforcement, and engagement with the private sector; (4) an analysis of Federal efforts, including Department of Justice policies, training, investigation, and prosecution activity, and DOJ cooperation with other governments and private and nonprofit entities; (5) an estimate of the resources required to respond to child exploitation crimes at scale for each Internet Crimes Against Children (ICAC) task force, the Federal Bureau of Investigation, Homeland Security Investigations, the U.S. Marshals Service, the U.S. Secret Service, the U.S. Postal Service, and the Department of Defense criminal investigative offices; (6) a review of the ICAC Task Force Program, including the number and location of task forces, personnel, Federal grants, arrests, referrals, prosecutions, convictions, and other coordination data; (7) an assessment of training needs for each ICAC task force and affiliated agencies; (8) an assessment of Federal investigative and prosecution activity, including the number of investigations, arrests, prosecutions, convictions, average sentences, and statutory maximum sentences; and (9) a review of statistical data on child pornography trafficking, including domestic and foreign suspects, CyberTipline tips, and other data on the type, nature, and extent of child exploitation crime.
