H.R. 1278 — Coin Metal Modification Authorization and Cost Savings Act of 2025

This section provides the short title of the Act as the “Coin Metal Modification Authorization and Cost Savings Act of 2025.”

This section authorizes the Director of the United States Mint, in consultation with the Secretary of the Treasury, to modify the metallic composition of circulating coins, including by setting reasonable manufacturing tolerances, if a Mint study and analysis with input from affected industry stakeholders shows that the change will reduce taxpayer costs, be seamless, and have minimal adverse impact on the public and stakeholders. As background, circulating coins are the coins used in everyday transactions, and the provision requires any new composition to keep the same diameter and weight as the coins being minted on the date of enactment and to work interchangeably in most coin acceptors using electromagnetic signature technology. The section also requires the Director to notify Congress at least 90 legislative days before beginning a modification, including a justification, the study support, and certifications that the change will reduce costs, be seamless, and have minimal adverse impact. The Director may not begin the modification until 90 legislative days after submitting the notice, unless Congress disapproves the proposed change by enacting a joint resolution of disapproval during that 90-legislative-day period.

This section directs that the budgetary effects of the Act, for purposes of the Statutory Pay-As-You-Go Act of 2010, be determined using the latest “Budgetary Effects of PAYGO Legislation” statement for the Act submitted for printing in the Congressional Record by the Chairman of the House Budget Committee before the House votes on passage.
