H.R. 1305 — Improving Measurements for Loneliness and Isolation Act of 2025

This section establishes the short title of the Act as the “Improving Measurements for Loneliness and Isolation Act of 2025.”

This section establishes within the Department of Health and Human Services a national Working Group on Unifying Loneliness Research to develop recommendations for standardizing measurements and definitions of loneliness and isolation. As background, loneliness is defined as a subjective feeling of being isolated, and isolation is defined as the objective lack of social relationships or limited social contact with others. The working group must include senior-level representatives from the Department of Health and Human Services, the Centers for Medicare & Medicaid Services, the Centers for Disease Control and Prevention, the Administration for Community Living, the National Institutes of Health, the Substance Abuse and Mental Health Services Administration, the Health Resources and Services Administration, the Agency for Healthcare Research and Quality, and other entities the Secretary determines are beneficial, as well as 6 State representatives: 3 from the States with the highest numbers of practitioners needed to remove all mental health care health professional shortage area designations and 3 from the States with the lowest such numbers, based on the Health Resources and Services Administration’s June 30, 2023, report. The working group must meet at least 3 times and, not later than 1 year after enactment, submit a report to the House Committees on Education and Workforce, Energy and Commerce, and Ways and Means and the Senate Committees on Finance and Health, Education, Labor, and Pensions, and make the report publicly available online. This section defines State as the 50 States and sunsets at the end of calendar year 2027.
