H.R. 1321 — Ending DOGE Conflicts Act

This section establishes the short title of the Act as the “Ending DOGE Conflicts Act.”

This section requires special Government employees who are the owner, controlling shareholder, or chief executive officer of a company contracted with the Federal Government to comply with the financial disclosure requirements in subchapter I of chapter 131 of title 5, United States Code, in addition to the officials already covered under 5 U.S.C. § 13103(f). It also directs that any required report for such an employee be transmitted to the Director of the Office of Government Ethics for review and certification under 5 U.S.C. § 13108, and it prohibits the employee from performing any official duties related to Federal employment until the initial report has been certified as compliant. (Thus, covered special Government employees may not begin or continue official work for the Federal Government until their financial disclosure filing is approved.)
