H.R. 1327 — Syria Terrorism Threat Assessment Act

This section establishes the short title of the Act as the “Syria Terrorism Threat Assessment Act.”

This section directs the Secretary of Homeland Security, in coordination with other relevant federal departments and agencies, to conduct a threat assessment of terrorist threats to the United States posed by individuals in Syria affiliated with a foreign terrorist organization or a specially designated global terrorist organization. As background, the assessment must identify each individual’s country of origin, describe the organization with which the individual is affiliated, explain the Department of Homeland Security’s capability to identify, track, and monitor such individuals and any associated challenges, and describe DHS actions to mitigate the threats and prevent such individuals from entering the United States. This section also requires the Secretary to submit the assessment and provide a briefing to the House Committee on Homeland Security and the Senate Committee on Homeland Security and Governmental Affairs not later than 60 days after enactment. The assessment must be submitted in unclassified form, but may include a classified annex. It defines “foreign terrorist organization” by reference to section 219 of the Immigration and Nationality Act (8 U.S.C. 1189) and defines “specially designated global terrorist organization” as an organization designated under Executive Order 13224.
