H.R. 1337 — To add Ireland to the E3 nonimmigrant visa program.

This section expands eligibility for E-3 specialty occupation visas to include nationals of Ireland on a reciprocal basis as determined by the Secretary of State, in addition to nationals of Australia. It also requires an employer filing an E-3 attestation for an Irish national to be, and remain during the period of authorized employment, a participant in good standing in the E-Verify program, which is the federal employment eligibility verification system. In addition, it revises the annual numerical allocation for E-3 initial applications under 8 U.S.C. § 1184(g)(11) to allow up to 10,500 applications for Australian nationals each fiscal year and up to the difference between 10,500 and the number of Australian applications approved in the prior fiscal year for Irish nationals; thus, the total number of principal E-3 workers remains capped at 10,500 annually, and the cap does not apply to spouses or children.
