H.R. 1355 — Weatherization Enhancement and Readiness Act of 2025

This section provides the short title of the Act as the “Weatherization Enhancement and Readiness Act of 2025.”

This section increases the average cost per dwelling unit under the Weatherization Assistance Program to $12,000 (from $6,500) and reauthorizes the program at $300 million for each of fiscal years 2026 through 2028, $325 million for fiscal year 2029, and $350 million for fiscal year 2030. As background, the Weatherization Assistance Program helps low-income households reduce energy costs by funding home energy-efficiency improvements.

This section expands the required contents of the weatherization readiness report under 42 U.S.C. § 6864d(i) by adding a new item requiring the report to address the impacts of enhancement and innovation readiness efforts on eligibility for the weatherization program conducted under this part. (Thus, the report must now include not only the status of readiness efforts and their achievements, but also how those efforts affect whether dwelling units qualify for weatherization assistance.)
