H.R. 1361 — Collision Avoidance Systems Act of 2025

This section establishes the short title of the Act as the “Collision Avoidance Systems Act of 2025.”

This section clarifies that Federal Motor Vehicle Safety Standard Number 108 (Standard 108) allows the use of pulsating light systems on covered vehicles beginning on the date of enactment. It directs the Secretary of Transportation to issue regulations not later than 180 days after enactment to update Standard 108 to include performance-based standards for pulsating light systems and to allow their use on motor vehicles. As background, Standard 108 governs vehicle lighting equipment and related safety requirements under 49 C.F.R. § 571.108. The section defines a pulsating light system as a high-mounted stop lamp that, when the brake is applied, pulses rapidly no more than 4 times for no more than 1.2 seconds before becoming a continuous stop lamp until the brake is released, and that cannot repeat the pulsing sequence for at least 5 seconds after brake release.
