H.R. 1363 — Honor and Remember Flag Recognition Act

This section establishes the short title of the Act as the “Honor and Remember Flag Recognition Act.”

This section designates the Honor and Remember Flag, created by Honor and Remember, Inc., as the symbol of the Nation’s concern and commitment to honoring and remembering members of the United States Armed Forces who have died in the line of duty, replacing the Hostage and Wrongful Detainee flag designation in 36 U.S.C. § 904. It requires the flag to be displayed at the Capitol, the White House, the buildings containing the official offices of the Secretary of State, the Secretary of Defense, the Secretary of Veterans Affairs, and the Director of the Selective Service System, each major military installation designated by the Secretary of Defense, each national cemetery, each Department of Veterans Affairs medical center, each United States Postal Service post office, and the World War II Memorial, Korean War Veterans Memorial, and Vietnam Veterans Memorial on Armed Forces Day, the third Saturday in May; Memorial Day, the last Monday in May; Flag Day, June 14; Independence Day, July 4; National POW/MIA Recognition Day; and Veterans Day, November 11. It also requires display at the World War II Memorial, Korean War Veterans Memorial, and Vietnam Veterans Memorial, and at Department of Veterans Affairs medical centers, on any day the flag of the United States is displayed, and at Postal Service post offices on the last business day before a required display day that is not itself a business day. The section requires the flag to be displayed in a manner visible to the public and retains the limitation that no employee may be required to report to work solely to provide for the display of the flag.
