H.R. 1382 — To amend the Federal Water Pollution Control Act with respect to San Francisco Bay restoration, and for other purposes.

This section revises the San Francisco Bay Restoration Program by striking “GRANT” from the section heading and replacing the existing funding provision with a broader implementation authority. It authorizes the San Francisco Bay Program Office Director to provide funding through cooperative agreements, grants, interagency agreements, contracts, or other funding mechanisms to Federal, State, and local agencies; special districts; public or nonprofit agencies; and other public or private entities, institutions, and organizations, including the San Francisco Estuary Partnership, for projects, activities, and studies on the annual priority list. The section also sets a non-Federal cost-share requirement for assistance to non-Federal entities: Federal support may not exceed 75 percent of total project costs, and at least 25 percent must come from non-Federal sources. It further prohibits funding to any non-Federal entity that is domiciled in, headquartered in, organized under the laws of, or has its principal place of business in a foreign country of concern, or that has any agreement, partnership, or relationship with such a country. Finally, it authorizes amounts provided to Federal agencies under interagency agreements to be used for activities described in the annual priority list.
