H.R. 1383 — Secure Rural Schools Reauthorization Act of 2025

This section provides the short title of the Act as the “Secure Rural Schools Reauthorization Act of 2025.”

This section extends the Secure Rural Schools and Community Self-Determination Act of 2000 payment authority for States and counties containing Federal land by changing the fiscal year 2023 end date to fiscal year 2026 in 16 U.S.C. § 7111(a) and (b). It also adds a special rule for fiscal years 2024 and 2025 that requires any State payment or county payment to be reduced by amounts already received under the 25-percent payment or 50-percent payment for those fiscal years, and directs the Secretary of the Treasury to make all fiscal year 2024 and 2025 payments within 45 days after enactment. (Thus, the law authorizes retroactive payments for fiscal years 2024 and 2025 and prevents duplicate payments for the same county.) This section also extends the election rules for payment distribution under 16 U.S.C. § 7112 so that elections made for fiscal year 2023 apply to fiscal years 2024 and 2025, and so that the usual election requirements do not apply for those 2 fiscal years. It further extends the authority to conduct special projects on Federal land by changing the committee composition waiver authority expiration from 2023 to 2026 under 16 U.S.C. § 7125(d)(6)(C), extends the authority to carry out special projects under 16 U.S.C. § 7128 from 2025 to 2028 and from 2026 to 2029, and extends the authority to expend county funds under 16 U.S.C. § 7144 from 2025 to 2028 and from 2026 to 2029.

This section extends the resource advisory committee pilot program through 2026 (from 2023) and terminates the provision authorizing the Secretary concerned to establish additional pilot committees after that date by striking paragraph (6). Resource advisory committees review and recommend projects and funding for local collaboration on Federal land management under the Secure Rural Schools and Community Self-Determination Act of 2000.

This section makes technical corrections to the Secure Rural Schools and Community Self-Determination Act of 2000 by (1) replacing the reference date in 16 U.S.C. § 7125(c)(3) with October 3, 2008 (from “the date of the enactment of this Act”), and (2) correcting two typographical errors by striking the comma after “concerned” in 16 U.S.C. § 7125(c)(1) and 16 U.S.C. § 7126(b)(2), and by changing “to extent” to “to the extent” in 16 U.S.C. § 7125(d)(4).
