H.R. 1384 — Veterans Equal Access Act

This section provides the short title of the Act as the “Veterans Equal Access Act.”

This section directs the Secretary of Veterans Affairs to authorize Department of Veterans Affairs physicians and other health care providers to provide recommendations and opinions to veterans who reside in States with State marijuana programs and to complete forms reflecting those recommendations and opinions. As background, State marijuana programs are State-authorized medical or other cannabis programs; thus, the provision permits VA providers to document a veteran’s eligibility or participation in such programs notwithstanding any other provision of law. This section defines “State” to include each of the 50 States, the District of Columbia, Puerto Rico, U.S. territories and possessions, and each federally recognized Indian Tribe.
