H.R. 139 — Sunshine Protection Act of 2025

This section establishes the short title of the Act as the “Sunshine Protection Act of 2025.”

This section repeals the temporary daylight saving time period in section 3 of the Uniform Time Act of 1966 (15 U.S.C. 260a), thereby making daylight saving time permanent nationwide. As background, current law advances standard time by 1 hour from 2:00 a.m. on the second Sunday in March through 2:00 a.m. on the first Sunday in November, while allowing certain States to exempt themselves and remain on standard time year-round. This section also amends the Calder Act (15 U.S.C. 261) to shift the standard time offsets for the time zones by 1 hour, including changing the offsets from 4, 5, 6, 7, 8, 9, 10, and 11 hours to 3, 4, 5, 6, 7, 8, 9, 10, and 11 hours, respectively. (Thus, the statutory time-zone framework is conformed to permanent daylight saving time.) Finally, this section preserves State exemption authority for States and areas that had already opted out of daylight saving time under 15 U.S.C. 260a(a) before enactment, and it makes a conforming amendment to replace the cross-reference to section 3(a) of the Uniform Time Act with a reference to the new subsection (b).
