H.R. 1398 — Securing Strictly Needy Americans’ Pivotal (SNAP) Benefits Act of 2025

This section establishes the short title of the Act as the “Securing Strictly Needy Americans’ Pivotal (SNAP) Benefits Act of 2025.”

This section requires State agencies administering Supplemental Nutrition Assistance Program (SNAP) benefits to suspend the accounts of households whose Electronic Benefit Transfer (EBT) card transactions are made exclusively out of State for more than 60 days, until the household provides evidence that participating members still reside in the benefit State or an investigation conclusively determines that they do.

This section limits redemption of Supplemental Nutrition Assistance Program (SNAP) benefits by households that include a member who owns an approved retail food store or wholesale food concern. It prohibits such households from redeeming SNAP benefits at the store or concern owned by that household member, but exempts retail food stores and wholesale food concerns owned by a publicly owned corporation or by a government.

This section delays the effective date of this Act and the amendments made by this Act until 1 year after the date of enactment. (Thus, the bill’s provisions would not take effect immediately upon enactment.)
