H.R. 1401 — Currency Optimization, Innovation, and National Savings Act of 2025

This section establishes the short title of the Act as the “Currency Optimization, Innovation, and National Savings Act of 2025.”

This section suspends production of new one-cent coins for 10 years beginning on the date of enactment, except that the Secretary of the Treasury may continue minting one-cent coins solely for numismatic collectors and must sell those coins at prices that cover the full cost of production, including variable costs and an appropriate share of fixed costs. It also states that one-cent coins remain legal tender for all debts, public and private, public charges, taxes, and duties, regardless of when they were minted.
