H.R. 1422 — Enhanced Iran Sanctions Act of 2025

This section establishes the short title of the Act as the “Enhanced Iran Sanctions Act of 2025.”

This section establishes the policy of the United States to fully enforce sanctions against the Islamic Republic of Iran, including sanctions targeting Iran’s petroleum and petrochemical sectors, to deny Iran financial resources for its nuclear weapons capabilities, weapons of mass destruction, missile and drone proliferation, international terrorism, destabilizing activities abroad, and repression of Iranian citizens, and to strengthen coordination among members of the international community in enforcing sanctions against Iran’s malign activities.

This section expands the Rewards for Justice program to authorize rewards for information leading to the identification of persons described in section 4(a) of the Enhanced Iran Sanctions Act of 2025 or section 3 of the Stop Harboring Petroleum Act (22 U.S.C. 8572) who have attempted or are attempting to evade sanctions imposed under either act with proceeds from transactions involving oil, condensates, or other petroleum or petrochemical products from Iran. (Thus, the Secretary of State may pay rewards for tips that help identify individuals using Iran-related petroleum revenues to evade U.S. sanctions.)

This section defines “medical device” and “medicine” for purposes of the humanitarian assistance exception to sanctions on persons engaged in significant transactions related to Iranian oil, condensates, petroleum, or petrochemical products by cross-referencing the Federal Food, Drug, and Cosmetic Act’s definitions of “device” and “drug” under 21 U.S.C. § 321.

This section establishes definitions for the Act, including by incorporating the meanings of “admitted” and “alien” from section 101(a) of the Immigration and Nationality Act (8 U.S.C. 1101(a)); defining “appropriate congressional committees” as the Senate Committees on Foreign Relations, the Judiciary, and Banking, Housing, and Urban Affairs and the House Committees on Foreign Affairs, the Judiciary, and Financial Services; defining “foreign person” to exclude a United States person and to include the government of a foreign country; defining “knowingly” to mean actual knowledge or constructive knowledge (“should have known”); defining “property” and “interest in property” by reference to 31 C.F.R. § 560.325 as in effect on the day before enactment; and defining “United States person” to include a U.S. citizen, a permanent resident alien, a U.S.-organized entity (including foreign branches), or any person in the United States.
