H.R. 1451 — Quapaw Tribal Settlement Act of 2025

This section provides the short title of the Act as the “Quapaw Tribal Settlement Act of 2025.”

This section establishes the Quapaw Bear Settlement Trust Account in the Department of the Interior’s Bureau of Trust Funds Administration and directs the Secretary of the Interior to pay $137.5 million to the Quapaw Nation and other identified claimants from the Treasury. It requires the settlement funds to be transferred to the trust account and distributed under a claimant-developed distribution plan, with mediation required within 45 days after enactment and Secretarial allocation procedures available if the claimants do not reach agreement within 18 months after enactment. As background, the settlement resolves claims in Bear, et al. v. United States, No. 13–51X, and the Secretary must administer the funds in accordance with the court’s report and the Act’s procedures.
