H.R. 1453 — Clean Energy Demonstration Transparency Act of 2025

This section establishes the short title as the “Clean Energy Demonstration Transparency Act of 2025.”

This section requires the Secretary of Energy to submit a new public report, beginning not later than 6 months after enactment and at least semiannually thereafter, to the House Committee on Science, Space, and Technology; the House and Senate Appropriations Committees; and the Senate Committee on Energy and Natural Resources. The report must cover each covered project or other demonstration project administered or supported by the project management and oversight program and include: (1) copies of initial contracts or financial assistance agreements and related documentation, as determined appropriate by the Secretary; (2) a list of material technical or financial milestones that have or have not been met; and (3) any material changes to the project’s scope, schedule, funding profile, including cost-share requirements, project partners or participating entities, or budget. The section also authorizes the Secretary, to the extent practicable, to synchronize these reports with other required reports, including the report under 42 U.S.C. 18861(h)(1) and the report under section 9005(e) of the Energy Act of 2020 (42 U.S.C. 7256c(e)).
