This section establishes the short title of the Act as the “Drain the Swamp Act of 2025.”
This section repeals 4 U.S.C. § 72, which currently requires all offices attached to the seat of government to be exercised in the District of Columbia unless otherwise provided by law, and directs each executive agency to develop and submit to Congress by September 30, 2026, a plan to relocate its headquarters outside the Washington metropolitan area. The plan must identify a new headquarters location outside the District of Columbia, Montgomery and Prince George’s Counties in Maryland, and Arlington, Fairfax, Loudoun, and Prince William Counties and the City of Alexandria in Virginia; maximize potential cost savings; ensure that no more than 10 percent of the agency’s employees are based in the Washington metropolitan area; and consider national security implications. Prior to submission, the Director of the Office of Management and Budget and the Administrator of General Services must certify that the plan complies with these requirements. The section further requires each executive agency to implement its relocation plan by September 30, 2030.
