This section provides the short title of the Act as the “Protecting Life in Foreign Assistance Act.”
This section restricts the availability of Federal funds for use outside the United States, including its territories and possessions, by prohibiting such funds from being made available to certain foreign and domestic nonprofit, nongovernmental, multilateral, and quasi-autonomous organizations that perform or promote abortions, furnish or develop items intended to procure abortions, or provide financial support to entities that do so. It also bars funding to domestic organizations that, within a federally funded program or activity, perform or promote abortions or fail to maintain complete physical and financial separation from abortion-related activities, including by co-locating such activities at the same site. The prohibition applies to the transfer of Federal funds and goods financed with those funds, but does not apply to abortions resulting from rape or incest or when the life of the mother would be endangered if the fetus were carried to term.
