H.R. 1478 — One Seat Ride Act

This section provides the short title of the Act as the “One Seat Ride Act.”

This section directs the Secretary of Transportation to conduct a study on the benefits of commuter rail passenger transportation and the major obstacles to providing commuter rail service without transfers for passengers. As background, commuter rail passenger transportation is short-haul rail service in metropolitan and suburban areas, typically with reduced-fare, multiple-ride, and peak-period operations. In conducting the study, the Secretary must consider economic, logistical, and quality-of-life factors in analyzing obstacles to implementing single-seat trips for as many passengers as possible and must include a cost-benefit analysis of single-seat trips on the New Jersey Transit Raritan Valley line during peak hours and the impact of those trips on other New Jersey Transit lines. The Secretary must submit a report on the study to the House Committee on Transportation and Infrastructure and the Senate Committee on Banking, Housing, and Urban Affairs not later than 1 year after the date of enactment of this Act.
