H.R. 1509 — Accelerating Kids’ Access to Care Act of 2025

This section requires state Medicaid plans to adopt a streamlined enrollment process for eligible out-of-state providers (i.e., providers located in another state that are enrolled in Medicare or the other state's Medicaid/CHIP program as low-risk for fraud, waste, and abuse and not excluded or terminated from federal health care programs) to furnish items and services, or order/prescribe/refer/certify eligibility, for qualifying individuals (i.e., enrollees under 21 years of age). The process limits screening and enrollment requirements to the minimum necessary for payment (e.g., provider name and National Provider Identifier) and enrolls such providers for a 5-year period unless terminated or excluded; it makes conforming changes to state CHIP plan requirements and applies effective 3 years after enactment.
