H.R. 1511 — REDUCE Act

This section requires the head of each executive branch agency, within 30 days of enactment, to review all agency positions and submit a report to Congress identifying redundant and unnecessary positions. The section limits hiring to no more than one new employee for every four employees who retire, transfer, or otherwise separate from the agency, with the limit applying until the agency's total workforce equals or falls below 80% of its level on the date of enactment. The section further directs each agency head to identify agency components for elimination or combination and to establish a plan to implement such changes through a reduction in force or reorganization. The section does not apply to any position or agency component critical to national security, public safety, law enforcement, or immigration enforcement, as determined by the agency head.
