H.R. 1522 — Federal Retirement Fairness Act

This section revises creditable service under the Federal Employees Retirement System (FERS)—which provides retirement annuities to eligible civilian federal employees based on age, years of service, and high-three average salary—to include all temporary employee service of the type described in 5 U.S.C. §8411(3) (previously limited to service performed before January 1, 1989). (Thus, current federal employees and Members as defined in 5 U.S.C. §8401(11) and (20), including temporary U.S. Postal Service employees, may make a deposit to credit such post-1988 service toward their FERS annuity.) It further directs the Director of the Office of Personnel Management to notify agency chief human capital officers or other officials for employee outreach and to issue implementing regulations.
