H.R. 1524 — ALYSSA Act

This section (1) amends local educational agency plan requirements under Title I-A of the Elementary and Secondary Education Act of 1965 (ESEA) (20 U.S.C. 6312(c)) by adding a new paragraph (8) requiring each served school to be prepared to address school security emergencies, including through panic alarms; and (2) conditions receipt of ESEA funds on local educational agencies equipping each elementary school and secondary school with at least one panic alarm, defined as a silent security system signal generated by manual activation for a life-threatening or emergency situation (including non-fire evacuation, lockdown, or active shooter) requiring law enforcement response. (Thus, Title I grantees—which support education for disadvantaged students—and other ESEA programs are unavailable to local educational agencies without panic alarms in every school.)
