H.R. 1534 — IMPACT Act

This section establishes a Department of Energy research, development, demonstration, and commercial application program for advanced tools, technologies, and methods to produce and use low-emissions cement, concrete, and asphalt (i.e., products that reduce greenhouse gas and related copollutant emissions below levels of commercially available versions). The program must be established not later than 180 days after enactment of the underlying bill and aims to increase U.S. industrial competitiveness, expand domestic supply chains, achieve measurable emissions reductions, and create jobs. In implementing the program, the Secretary must (1) coordinate with specified DOE offices (e.g., Office of Science, ARPA-E) and relevant programs; (2) leverage DOE research infrastructure such as scientific computing facilities; and (3) develop and submit to congressional committees a 5-year strategic plan not later than 180 days after program establishment, with updates at least every two years.
