H.R. 1538 — Delivering for Rural Seniors Act of 2025

This section establishes a pilot program to award competitive grants to state agencies for home delivery of commodities under the Commodity Supplemental Food Program (CSFP)—which provides monthly USDA food packages to low-income individuals aged 60 and older—to increase access for such participants. Grants, capped at the lesser of a state's CSFP caseload multiplied by 60 or $4 million, are distributed by state agencies to eligible entities (i.e., local agencies or subdistributing agencies) with priority for those serving rural areas; permissible uses include commodity transportation and distribution (including by third parties), staffing, and outreach. State agencies must report to the Secretary on project activities (e.g., commodities delivered, participants served, deliveries made), effectiveness (e.g., average cost per delivery), and best practices. The section authorizes $10 million for each of FY2026 through FY2028, to remain available until expended.
