H.R. 1544 — LEASH DOGE Act

This section requires the head of the United States DOGE Service (commonly known as the Department of Government Efficiency or DOGE) to submit a report to the House Committee on Oversight and Government Reform and the Senate Committee on Homeland Security and Governmental Affairs containing (1) lists of all DOGE employees (including special government employees) and their roles, and Executive Office of the President employees (including Senior Advisors to the President) advising on DOGE operations; (2) for each such employee, background check status and results; (3) security clearance status; and (4) conflict of interest disclosures, including any mitigation plans. This section further requires the DOGE head and specified Senior Advisors to appear at closed meetings of those committees to present information on DOGE's current and planned activities, including DOGE employees' access to federal computer systems and types of personally identifiable information contained therein. This section also requires the DOGE head to establish and operate a public website providing, in human-readable form, (1) lists of DOGE employees, their titles, and roles; (2) numbers of federal employees laid off or placed on administrative leave by office; (3) lists of federal programs and activities with reduced, paused, or eliminated funding, including reduction amounts and pause decision timelines; and (4) contact information for inquiries on federal personnel and financial assistance status. The website must be updated weekly.

This section deems employees of federal agencies serving on a DOGE Agency Team, as established under section 3(c) of Executive Order 14158, to be employees of DOGE for purposes of this Act. It further requires the head of each agency with such a team to provide DOGE's head with information necessary to carry out this Act.

This section establishes deadlines for the head of the Department of Government Efficiency (DOGE) and restricts use of related funds upon noncompliance. Not later than March 31, 2025, the head of DOGE must submit the report required under section 2(a), appear at meetings under section 2(b), and operate the public website under section 2(c). If the head of DOGE fails to comply—(1) funds appropriated or otherwise made available for DOGE, including amounts previously available for the United States Digital Service, may be used only to carry out activities initiated prior to January 20, 2025; and (2) no federal funds may be used for any DOGE Agency Team established under section 3(c) of Executive Order 14158 until compliance.
