H.R. 1547 — SSA Reform Act of 2025

This section requires the Secretary of Homeland Security to notify the Commissioner of Social Security not later than 180 days after a change to the citizenship status, status under the immigration laws, or work authorization status of an individual to whom a social security account number has been issued.

This section requires the Secretary of Homeland Security and the Commissioner of Social Security to jointly submit to Congress, beginning one year after enactment and annually thereafter, a report on the previous one-year period that includes (1) the number of notifications under section 2 related to changes in citizenship status, changes in status under the immigration laws (as defined in section 101 of the Immigration and Nationality Act), and changes in work authorization status; (2) the average time for the Secretary to notify the Commissioner after a status change; (3) challenges or barriers in the notification process and recommendations for improvement; (4) the effectiveness of notifications in preventing fraud and misuse of Social Security account numbers, including data on detected fraudulent activities and corrective actions; and (5) coordination between the Department of Homeland Security and the Social Security Administration, including data sharing, management, and security; best practices; areas for improvement; and impacts on service efficiency.

This section prohibits an individual who is not a U.S. citizen or national from receiving specified benefits under the Social Security Act during any month in which the individual lacks such status, notwithstanding other provisions of that Act or title IV of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. The specified benefits are (1) old-age, survivors, and disability insurance benefits under title II; (2) Medicare benefits under title XVIII; (3) Medicaid benefits under title XIX; (4) children's health insurance program (CHIP) benefits under title XXI; (5) Supplemental Security Income (SSI) benefits under title XVI, including certain supplementary payments; (6) Temporary Assistance for Needy Families (TANF) under title IV-A; and (7) any other benefit administered by the Social Security Administration.
