H.R. 1559 — Postal Employee Appeal Rights Amendment Act of 2025

This section revises the eligibility criteria for Postal Service officers and employees to appeal adverse actions to the Merit Systems Protection Board (MSPB) by specifying that such appeals are available to those not represented by a bargaining representative recognized under section 1203 of title 39, United States Code, and in supervisory, professional, technical, clerical, administrative, or managerial positions covered by the Executive and Administrative Schedule. (Thus, non-bargaining unit management, supervisory, and certain other Postal Service employees gain or clarify access to MSPB adjudication of actions such as removals or suspensions exceeding 14 days.)
