H.R. 1560 — Postal Supervisors and Managers Fairness Act of 2025

This section revises the negotiation process for pay policies, schedules, and fringe benefit programs for Postal Service supervisory and managerial personnel by (1) requiring the Postal Service to provide a written proposal to the supervisors’ organization not later than 60 days before an existing pay decision expires or not later than 60 days after a collective bargaining agreement with bargaining-unit representatives affects such matters, with both parties then striving to resolve differences under existing consultation procedures; and (2) requiring a dispute resolution panel to issue a binding final determination on such matters not more than 15 days after issuing its recommendation and considering input from the parties.
