H.R. 1567 — African Burial Ground International Memorial Museum and Educational Center Study Act

This section defines terms used in the Act, including "(1) Museum" as the African Burial Ground International Memorial Museum and Educational Center, "(2) National Monument" as the African Burial Ground National Monument in New York City, New York, "(3) Secretary" as the Secretary of the Interior acting through the Director of the National Park Service, and "(4) State" as the State of New York.

This section directs the Secretary of the Interior, in consultation with specified state and local entities, to conduct a study on the suitability and feasibility of establishing the African Burial Ground International Memorial Museum and Educational Center at the African Burial Ground National Monument (i.e., a New York City site preserving an 18th-century cemetery for enslaved and free Africans). The study must assess the museum's purposes (e.g., memorializing the enslaved, examining slavery and African cultural traditions, hosting exhibits and collections, and fostering collaborations including with the National Museum of African American History and Culture); evaluate collections availability (including DNA samples from remains); analyze interpretive opportunities; review stakeholder involvement and financial planning; identify optimal management entities; and gauge public support for locations at 22 Reade Street (adjacent to the monument) or within the monument. Not later than three years after funds are first made available, the Secretary must submit a report on the results—including collection costs, location criteria, and museum acquisition, construction, operation, and maintenance costs—to the Senate Committee on Energy and Natural Resources and the House Committee on Natural Resources.
