This section abolishes all civil service positions (as defined in 5 U.S.C. §2101) in the executive branch designated as not excepted from furlough during any lapse in appropriations. Specifically, it (1) abolishes unoccupied such positions on the date of enactment; (2) abolishes occupied such positions on the first day after enactment when they become vacant (including due to retirement, voluntary separation, or disciplinary action); and (3) prohibits obligating or expending federal funds for their salaries or expenses on or after the applicable abolition date. This section further prohibits, on or after enactment, (1) designating any previously non-excepted position as excepted from furlough and (2) designating any new position as excepted from furlough.
