This section directs the Secretaries of Defense and Homeland Security, in consultation with the Secretary of Education, State educational agencies (SEAs), local educational agencies (LEAs), and experts in student data and privacy, to establish by 18 months after enactment a data sharing process enabling an SEA to access specified data on individuals who graduated high school in that state and either (1) are members of an Armed Force or (2) had their application to join an Armed Force denied. The data includes the individual's highest education level attained; names and locations of secondary school, postsecondary institution, and Armed Force; Armed Forces Qualification Test score; date joined or separated; rank; and military occupational specialty (among other details jointly determined appropriate). This section requires integration of the data into the state's longitudinal data system or an alternate system operated by the state and mandates confidentiality, data security practices, and compliance with applicable privacy laws.
