H.R. 158 — CLEAN Elections Act

This section requires each state to conduct congressional redistricting—beginning with redistricting after the 2020 decennial census—using a plan developed by a nonpartisan independent redistricting commission. It further conditions a state's use of federal funds provided directly for election administration on certifying to the Election Assistance Commission that the state conducts state legislative redistricting—beginning after enactment—using such a commission. A nonpartisan independent commission must have an equal number of members affiliated with the two largest political parties (based on registered voters in the most recent statewide federal election) and no elected public officials.
