H.R. 1580 — To amend section 3001 of title 39, United States Code, to require solicitations sent in the mail to be clearly identified as solicitations, and for other purposes.

This section requires matter otherwise legally acceptable in the mails that constitutes a solicitation for goods or services to bear, on its face in conspicuous type, a notice stating “This is a solicitation” (or an equivalent prescribed by the Postal Service) to be mailable, with such matter otherwise deemed nonmailable and subject to disposal as the Postal Service directs. This new requirement (codified as subsection (p)) does not apply to solicitations resembling bills, invoices, or statements of account due (i.e., those addressed by existing subsection (d)).
