H.R. 1584 — Democracy in Design Act

This section amends duties of the Administrator of General Services under 40 U.S.C. 3303—governing surveys of federal public buildings needs (i.e., federal civilian-owned or leased office and related facilities)—to require adherence to the Guiding Principles for Federal Architecture published June 1, 1962, by the Ad Hoc Committee on Federal Office Space. It further directs the Administrator to promulgate implementing regulations, including minimum design standards for public buildings, within 180 days of enactment after notice and comment rulemaking under 5 U.S.C. 553.
