H.R. 1587 — Protecting International Pipelines for Energy Security Act

This section prohibits the President from revoking any Presidential permit or other authorization issued pursuant to Executive Order Nos. 13337, 11423, 12038, 10485, or any other relevant executive order for the construction, connection, operation, or maintenance of an oil or natural gas pipeline, electric transmission facility, or related border-crossing facility, unless authorized by an Act of Congress. (Thus, such permits for cross-border energy infrastructure are protected from unilateral presidential revocation.) It defines relevant terms, including border-crossing facility (i.e., the portion of such a pipeline or facility at the U.S. international boundary), natural gas (as defined in the Natural Gas Act, 15 U.S.C. 717a), and oil (i.e., petroleum or a petroleum product).
