H.R. 1590 — Rural Innovation and Small Business Support Act

This section directs the Small Business Administration (SBA) Administrator, not later than 90 days after enactment, to modify policy directives issued pursuant to subsections (j) and (p) of Section 9 of the Small Business Act to require each participating federal agency to enhance outreach to rural communities for the Small Business Innovation Research (SBIR) program and Small Business Technology Transfer (STTR) program, respectively, including by conducting such outreach in rural communities. (Thus, these changes aim to increase participation in SBIR and STTR—federal R&D grant programs for small businesses—by small business concerns located in rural areas.)
