H.R. 1597 — Compassion for Vulnerable and Struggling Workers Act

This section establishes eligibility for certain individuals involuntarily removed from civil service positions between January 20, 2025, and January 1, 2026, to elect to continue coverage under or enroll in a health benefits plan under the Federal Employees Health Benefits Program (FEHBP; chapter 89 of title 5, United States Code). Eligible individuals are those (1) removed without cause, (2) whose most recent performance review was at least fully successful (or equivalent), (3) who were pregnant at the time of removal, or (4) who were diagnosed with cancer during the five-year period preceding removal. Government and individual contributions for such coverage are derived from federal funds saved by the United States DOGE Service (established by executive order issued January 20, 2025).
